Emailable verifies and tests deliverability; it publishes no email finder, so building a list is a second vendor. And its `risky` state carries the accept-all case, which means an address on a catch-all domain arrives labelled the same as one with a low-quality signal. Here a catch-all is `unknown` with `reason: catch_all` and a stated ceiling on confidence.
